In many ways the country was worse off than when he left it years ago. The roads were worse and the people were poorer. They expected the government to take care of them. Even Paul's brother couldn't get his act together to complete a simple business plan. The moral of the story is that poverty is a state of mind and to get wealthy starts with a desire to succeed, which is absent in most of the world.
